Sounds like it could be the relay on the back side of the cab in the engine compartment. For the heck of it, have someone sit in the seat and turn the key on, while you hold a voltmeter on the relay. When my relay went bad, I burned up the glow plugs, because it was sticking and too much voltage for too long a period of time kills glow plugs. Glow plugs can easily be tested with a jumper wire from the battery. Just unhook each one and touch the unconnected plug terminal on the glow plug with the live jumper wire. If you can get a spark it's good.

This skidsteer has a Perkins motor. Two glowplugs are located in the intake manifold. They come on when the starter is turned on. Is there a way adding switch and activateing the glow plugs for a few seconds before starting the motor?
You could also just pull the wires from the glow plugs and then try the switch; if the fuse still blows it will be somewhere between the switch and the plugs, if it doesn't then it's one of the plugs.
